Package installation fails after new release v2.2.0 #2

Hello.

This is the second report about this issue today. I have applied fixes from #620 but the installation still fails for RedHat/Centos based distribution (AWS docker for lambda functions - see example below). I can confirm that ubuntu-based distribution builds ok

Steps to reproduce:

1. Dockefile.test:

FROM public.ecr.aws/lambda/python:3.8

RUN yum install python3-devel mysql-devel pkgconfig -y

RUN pip install mysqlclient

2. Build the docker

docker build -t mysqlclient:latest -f Dockerfile.test .

This is the error I'm getting:

I won't support every platform.
It's your responsibility to make pkg-config --cflags --libs mysqlclient work.

It turned out that Amazon's version of mysql-devel it is missing *.pc file required by pkgconfig. I ended up staying on 4.1.1 until this is resolved.

When you can not use pkg-config, you should use MYSQLCLIENT_CFLAGS and MYSQLCLIENT_LDFLAGS.

This is not a bug so no "fix" is planned.
