Add support for percona xtradb cluster

When trying to install mysqlclient on a RHEL 9 system with percona-xtradb-cluster-devel installed, the build fails

This is because the package is called perconaserverclient (and not mysqlclient, mariadb or libmariadb). Calling pkg-config with it works

and installing mysqlclient with custom options also

Why do you use RHEL? RHEL users pay for support from Red Hat. You should ask support to Red Hat instead of here.

I don't use RHEL and Percona. So it is impossible to reproduce.
But if Percona uses MySQL protocol, you can use MySQL client library by installing python3-devel mysql-devel pkgconfig.

Depending on your use case you can use RHEL without a paid subscription or paid support.
But Percona is a third-party program, so Red Hat support could not help you anyway. And the problem is with the percona package and isn't limited to RHEL.

Percona MySQL Server is a patched version of MySQL, so I would assume it is compatible with MySQL. But so linking against the lib of the percona package should also work. The problem is, that the .pc file in the package is called personaserverclient.pc and not mysqlclient.pc like usually. So when searching for the package (in find_package_name in setup.py) nothing is found and the error occurs.
