Transportation generation charts incorrect

• I am running on an up-to-date pypsa-usa environment. Update via conda env update -f envs/environment.yaml

The Issue

The transportation charts production charts for vehicle transport are incorrect. Either the electric side is being way over counted, or the lpg side is being way under counted (hard to tell off the top of my head, due to units of kVMT). A double check of the capacity plots should be done to. The sankey diagrams have done production accounting correctly
