Related to #5675

In response to our NumFocus application, they wrote "The CoC needs updating: the process is not defined, and there are potential conflicts of interest, because there is not a specific set of independent contact people to whom to make reports: anyone who wants to make a report can't know whether they are reporting to the alleged offender's best buddy. The applicants hint at these issues in their application and note that they are planning to make these updates, but they haven't yet. It would be great if they applied them ASAP."

For example pandas COC https://pandas.pydata.org/community/coc.html
has currently "A working group of community members is committed to promptly addressing any reported issues. The working group is made up of pandas contributors and users. Instances of abusive, harassing, or otherwise unacceptable behavior may be reported by contacting the working group by e-mail ([email protected]). Messages sent to this e-mail address will not be publicly visible but only to the working group members. The working group currently includes
All complaints will be reviewed and investigated and will result in a response that is deemed necessary and appropriate to the circumstances. Maintainers are obligated to maintain confidentiality with regard to the reporter of an incident."

but in my reading, that pandas text does not directly address the numfocus concern about "potential conflicts of interest, because there is not a specific set of independent contact people to whom to make reports: anyone who wants to make a report can't know whether they are reporting to the alleged offender's best buddy."

Pandas had this in a previous version but they removed the names along the way.

We could ofc create a similar working group, which we keep up-to-date.
