Tracking nondeterminism

In line with #335, this will reflect our internal algorithms spreadsheet to keep track of algorithms that are not seeded but are nondeterministic, and if it is possible to make them deterministic.

Do we need to track two types of nondeterminism? One type is pseudorandomness that can be controlled with a seed. The other is all other nondeterministic behavior that cannot be controlled by pseudorandom number generation.
