Thoughts on code layer for reading/writing ground motion packets

@emthompson-usgs and I discussed the notion of using Pydantic (https://docs.pydantic.dev/) as a way to make an automated API layer that creates the ground motion packet data structure. @ellenyu What do you think about this?

That sounds like a good approach. I read up a little on pydantic - it sounds this would require >= python 3.7 to use dataclasses?

@ellenyu I hadn't actually looked at what python version was required, but python 3.7 was released mid-2018 and will hit end of life in June of this year, so we probably shouldn't be using anything that old anyway. I'm currently prototyping the use of Pydantic - it seems well-suited to the problem.
