rdd52 section 6.2.1 :
"Language and Territory elements and attribute code values for XML documents shall conform to
IETF RFC 5646"
st429-16 section 5.4.2.3 :
"the value of the ReleaseTerritory shall be a valid region subtag found in the Language Subtag Registry specified in IETF RFC 5646. For generic international versions, the code 001 shall be used."
By reading this, a CPL with 001 as ReleaseTerritory does comply with st429-16 but not RDD52.
I think the intention of RDD52 wasn't to disallow the use of 001, and then the rule must be adjusted
