Is your feature request related to a problem? Please describe.
Sometimes we want only to include the Stanford Global Footer on a web project, for example in a SaaS tool.

Describe the solution you'd like
A standalone HTML version of the Global Footer, complete with the CSS to support it.

Describe alternatives you've considered
Including more of Decanter to support the footer.

Additional context
This has been requested a few times recently, and the older version of the footer is no longer available on the Identity website.

@jdwjdwjdw when you are ready to do a PR for this work, please pick @iamrentman for your reviewer. UComm would like to have the latest and greatest footer.
ALSO: please note that we will be added a new link to this footer to the Land Acknowledgement, so it would be dreamy to fold that work into this.
