Allow to set SANDBOX_OCAPI_SETTINGS via parameter

I'd like to be able to start using vscode with the prophet extension straight away, which does require a basic auth key

this can be created as such https://{host}/s/-/dw/data/v25_6/users/{login}/access_key/{scope}
https://developer.salesforce.com/docs/commerce/b2c-commerce/references/b2c-commerce-ocapi/get-started-with-ocapi.html
but would require rights on the sandbox

There is a workaround to site import these settings.
