Add automatic deployment at each push on -dev

Add an automatic deployment to https://huggingface.co/spaces/sciencialab/document-qa-dev

see here: https://github.com/grobidOrg/grobid/actions/runs/24802109598/workflow#L166

the automatic deployment should happens:

1. on push to master/main
2. on push to any created PR

it should ignore push on branches that don't have a PR associated with it.

Once in place I can create the necessary credentials.
