What is the proper value for QUORUM? #3

Based on Tally information about Radworks, it looks like it should be 4_000_000e18 (4 million in wei).. but we should probably verify this so we can remove the TODO.

i was thinking quorum should be settable via governance; wonder why we see constants in other contracts.

The number of RAD tokens cannot be changed, and the Alpha governor has the QUORUM set as a constant to 4_000_000e18 (4 million in wei). We will setup the Bravo governor to start with that initial value, and put functionality in to allow the quorum to be changed via governance.
