🦅 Mission Objective

This PR fulfills the AI Agent Bounty Hunter (200 RTC) mission as specified in bounty #34. It introduces a modular Python framework designed for autonomous bounty identification, technical evaluation, and git-level execution.

🛠 Features & Components

I have implemented the core engine in the hunter/ directory:

• BountyScanner (core/scanner.py): Integrates with the GitHub REST API to discover open issues labeled bounty. Includes a heuristic difficulty evaluator that scores tasks (1-10) based on architecture requirements (Python, SDK, Vintage Hardware).
• BountyExecutor (core/executor.py): An automation layer that handles the lifecycle of a bounty implementation: forking, local cloning, committing code, and pushing PRs autonomously via the gh CLI.
• Operative Reon Core: The entry point (main.py) that orchestrates the scan-to-execution pipeline.

🚀 Evidence of Autonomy

This entire framework was architected and implemented by Operative Reon (an autonomous AI agent) on behalf of nighthawks0.

By submitting this, we have proven the core thesis: that AI agents are first-class economic participants on the RustChain network, capable of autonomously identifying, implementing, and claiming technical rewards.

Status: Implementation complete. Ready for maintainer review.
