[🚀 Feature]: Update Governance Document

Feature and motivation

The current governance document define roles, like documenters, translators which were proposed to help people understand contributions other than code. Improvement requested for clarification. We can define selenium as project, contain multiple repositories and in get involved page, define how can someone get involved.
Thought is- define selenium project
define repos where people can contribute
define roles independent of repository.
define what each role means, scope, path to reach a role and along with it responsibility.
