[Bug]: Can't assign [`] for "action"

Expected Behavior

My favorite keyboard config in all Mario-like games (including SuperTux) is [space] for "jump" and [`] (the leftmost key in the number row) for "action". I expect to use the same setup here.

Actual Behavior

I can't assign [`] for anything in the keyboard setup menu, it simply refuses to register this key.

Steps To Reproduce Actual Behavior

1. Open the options menu, select Controls - Setup keyboard.
2. Choose any action, remove its assignment and try to assign the [`] key.
3. Nothing will happen.

In older ST releases, the developer key was mapped to the "grave" key, but on US keyboards this never made sense and it always had to be changed. In 0.7.0 i changed this to just be the literal key itself, so grave or a backtick by default. But this apparently uncovered a lesser known issue that has always technically existed :)

As a workaround, try pressing ctrl+f2 to turn on developer mode, change the dev key ` to something different you dont use. Then you should be able to set your action key to `.
