Prevent duplicate packages #48

We should prevent duplicate packages in two ways:

Community Showcase packages should never be featured twice. We need to check all history.
Category packages could include duplicates from other categories that we could prevent. The tricky part of this is deciding which list the first package goes in. Needs more thought.
