Sauce - Resolution from the config does not work across all supported browsers

The config value is shared across all processes that are targeting sauce browsers, most of which will not support a static resoultion.

1 We need to create a matrix to determine which resos are needed for each.
2 We can ask sauce to default to the largest reso that the browser supports, if it is given a higher one.
