Make mobile text 1px bigger, contract outerPadding

Need to find a way to contract outerPaddingPx on all elements at once, and beyond just scaling/stretching it proportionally with mqs. Meaning I'll have to apply outerPadding automatically to all elements that fit some pattern (e.g. have a class, or are something like body > *), rather than the haphazard applications of it I'm doing now.
