@karenetheridge suggested using https://github.com/Perl-Toolchain-Gang/ExtUtils-Manifest/blob/master/dist.ini as an example of a core-safe dist.ini file. I need to go over it when I have a moment and read the docs on everything, much of this can be safely applied to Test2.
