Implement restriction cards

Before the next round of MC is produced (for whatever comes after TOP-22-006), the use of restriction cards should be implemented (to specify WCs that are not to be included in the generation). Note that this will probably vary by process.

This will speed up the generation of the grid packs (since MG will not spend time generating a bunch of diagrams for WCs that will just be 0 anyway) and will be more consistent with the MG experts' guidelines.
