LL: Request for asymmetric PHY update

If a central requests update for an asymmetric PHY update, Bluetoe happily replies with both, 1M and 2M set for both, RX and TX if then the update is applied the connection gets lost.

Bluetoe does not support asymmetric PHY updates.
