Redesign Redis databases to support arbitrary properties on identifiers and cliques

• We will likely only have properties on identifiers, not cliques. So we probably want some way to provide clique-level properties as well.
• These will likely be introduced in Babel, but it might be worth thinking about whether we want this to be constructed differently (e.g. a Redis database that is uploaded alongside the Babel databases)
  • Add support for per-identifier properties Babel#237
• While we're at it, it would be good to get rid of some of the smaller Redis databases so we consolidate our needs
  • Think about whether we can combine some of our smaller databases #272
