Add a reward tag to all issues with rewards

When I was looking through the issues, I noticed that some of them had rewards, but there was no tag to distinguish these issues. I'm quite curious about this and hope to add a tag to measure and filter out all issues with rewards

@shutaozhenzhen , for now I believe that’s the only one that is being sponsored. We can add a label once the bounty program gains slightly more traction.

Either way, please note we will have a relatively tough policy regarding the bounty (e.g. a technical plan needs to be discussed first and code review will be thorough). Use of LLMs for coding is heavily discouraged for bounties.
