Guest can reorder chime folders when participants can view results #841

Seems like some permissions quirk.

  1. create a chime with chime setting participants can view results checked.
  2. create folders
  3. in private browser window, join chime as guest
  4. navigate to https://chimein2.cla.umn.edu/chime/:chimeId

Guests see the presenter's view, including folders, questions counts. They can mutate the order of the folders.
