[DATA] add Constrained population data (2020) from world pop #3730

Issue Description
world pop has both constrained and unconstrained population data. For constrained, they don't have global mosaic data. we need to combine all countrys' data into a mosaic dataset.
I added constrained data only for Libya (https://geohub.data.undp.org/data/03a9829325df733d597b7f253ba158fd) for testing.
maybe this API can be used.
