[FEAT-UI]: Create tab to add reaches into FEAT tool

• want to add the UI component for users to add reaches to FET tool
• Can copy from sct tool

• move into first tab of "Data Ingest" component
  • remove boundary tab in "Study Information" component
• create reach store for FEAT tool
