[FEAT-API] Create Endpoints for Storm Tracks

• create endpoints to display storm tracks on canvas

Will need:

• handlers
• queries to get storm_tracks
• functions / services (maybe)

Look into the best way to display them on canvas:

• is it too expensive to load in all of them?
• Can we just load in the ones on canvas? How would that work with a linestring geom?
