[FEATURE REQUEST]: Add missing metadata in Cumulus GeoTIFFs

To help with properly reading and interpreting Cumulus data, need to include the following tags in Cumulus GeoTIFFs

• DATA_TYPE (e.g. PRECIP)
• DATA_TYPE_2 (e.g. PER_CUM)
• DATE_CREATED (with ddMMMyyy:HHmm format)
• START_TIME (with ddMMMyyy:HHmm format)
• END_TIME (with ddMMMyyy:HHmm format)
• TIME_ZONE_ID
• UNITS_HORIZONTAL (e.g. m for meters)
• UNITS_VERTICAL (e.g. mm for millimeters)
