Default Damage Function Storage and access

Now that we have a default .json file for occupancy types, a decision needs to be made about how to access that during runtime. I see three main options on the table:

1. Allow it to solely be locally defined via a local file.
2. Allow it to be embedded with the compiled library as a resource (possible with go 1.16+)
3. Access the default occupancy type file via a service like the NSI

If we choose either 2 or 3 we can still support the locally defined file with fairly low cost, but it will become a bit of a nightmare to make sure everyone always has the occupancytypes.json file locally.

i had trouble with the file nesting, so i put the json file next to the class that embeds it
