508 Compliance Issues with Menu and Sidebar for Mobile

I came across two 508 compliance issues that appear to be within groundwork and occur when pages are reduced for mobile mode.  One is with the burger bar button that replaces the menu at the top of the page, and the other is with the select that replaces the sidebar.
