EM-3322 Add a standard search and transporters to bulk sign page.

[e-manifest]

Add the standard search box to the bulk sign page in it’s normal location on the top right of the table. In addition add the Transporters column to the right of the Generator name column.

Steps to Recreate:

Log in as an Industry user (with Certifier or above permissions for the CROMERR sign tab, Preparer or above for the quick sign tab)

Navigate to a site on your list, then to the e-Manifest tab

Click the Sign Manifests button

Note there is currently no standard search bar under the View dropdown, above the table.

Ensure to review the Quick Sign tab as well

Acceptance Criteria
(x) Standard search bar added to Industry’s CROMERR and Bulk Quick Sign pages table results

(x) New column added for both pages - Transporter ID - To the right of the Generator Name Column.

• Follow standard formatting for multiple transporters (just one space between each ID as far as I can tell)
