EM-3336 Add text to digest emails for registration requirements

Please make the following changes to the following emails

Weekly digest to non-registered users

As of January 22, 2025 all Small Quantity Generators (SQGs) and Large Quantity Generators (LQGs) are required to have at least one e-Manifest Certifier or Site Manager registered for their site in order to meet their manifest recordkeeping and corrections requirements.

Weekly digest to registered users

Add in it’s own line above this paragraph:

From:

“Registering in RCRAInfo and requesting access to the e-Manifest module will allow you to use e-Manifest to view manifests from your site(s) in lieu of receiving and storing mailed copies from the designated facility as long as onsite personnel can view the manifests in RCRAInfo. It will also allow your site to participate in the electronic manifesting workflow, as well as the ability verify and correct paper manifests that were uploaded by the designated receiving facility.“

To:
