Q3 too hard

I think Q3 is way too hard to be where it is, and I'd argue it's too hard for the prog comp. I looked it up, its the largest empty circle problem which requires some crazy stuff and there is a relatively recent research paper on it. I recommend either moving it straight to 10 (and moving everything else down) or modifying it to make it easier.
