Toggle to Install RPMs Instead of Flatpaks Does Not Work Correctly

Installed Ultramarine 43 KDE using Anaconda, I hit the toggle and it still installed Flatpaks. Interestingly, the RPMs are also installed.

Steps to reproduce:

1. Install Ultramarine 43 KDE Plasma
2. Disable Flatpak installation
3. Run flatpak list to check if Flatpaks were installed

I don't know if this affects other editions at the moment.
