[Spike] Explore ways to waive gas for certain tx/calls

There's some request from dApps that they want a way to pay for certain tx from their customers.

They can already somehow do that by generating refunds in the end of their EVM contract functions. But they may want some more sophisticated mechanism to perform the subsidization.

Create this issue as a place holder for now, will come back to add more information or close this issue.
