Azure Batch Autoscale setup through fluent interface

Right now it's only possible to select a specific size for the batch pool.
Azure Batch allows for autoscaling the pool (https://docs.microsoft.com/en-us/azure/batch/batch-automatic-scaling).

Make it possible to select autoscaling of the Batch pool through the fluent interface.
