"KF5Plasma" provides a separate development package or SDK, be sure it has
been installed.

解决办法

sudo apt install libkf5plasma-dev

arch一样的报错， 请问要装哪个plasma呢？

Arch Linux下尝试这一条

sudo pacman -S plasma-framework5

然后再尝试安装 plasmavideowallpaper-git

yay -S plasmavideowallpaper-git
