Why max value of TCP read/write buffers on vPS is to big?

I testing with 1G file for upload/download and found what router transmit data at max possible speed to the VPS if client on other side is has slow connection (for example VPS in Germany but client in Australia).

The VPS kernel is not OpenMPTCProuter kernel, so no BBR3 support for example.
