In order for Copilot agent to be able to build and test the project when working on tasks, we need to add a .github/workflows/copilot-setup-steps.yml file with steps to set up the dependencies.

It would also be good to add a .github/copilot-instructions.md with some hints on what commands are needed to build/test or run other development tasks.
