Possible improvements to deprecation announcements

Hi Folks,

I'm seeing some heavy users of Actions run into confusion about how runner images are deprecated, and they would really appreciate an easy way to filter issues that announce deprecation of runner images or subscribe to a part of GitHub Blog that would mirror these announcements (maybe here? https://github.blog/changelog/label/runners/). This could also be in the form of a dedicated label for issues that announce deprecation of images, to make it easier to filter for these issues, albeit without any way to subscribe to some sort of feed of these.
