[helm] `workload-api-server` is unable to create ingress

What step the error happened?

On deploy

Relevant information

Template ingress.yaml is not present for on charts/airbyte-workload-api-server/templates, so, it's not able to deploy the ingress, event if ingress is enable in values.yml.

I created a PR to add this file : airbytehq/airbyte-platform#352
