Animated cursor stuttering frames when stationary or just in certain apps?

When I have an animated cursor, the cursor animation stutters and misses some frames but picks up later frames after a short delay. This persists in certain apps or sites but not in others. Not sure how to fix this issue, or if anyone is actively working to fix it.

Dear Fabian-AD, can you upload the animated cursor, so there can be a check whether it does behave the same at others? You might to zip the .cape first, in order to do the upload. Cheers, Nord
