Migrate leftover xilinx project to cmake/Kconfig: adv7511

I think this wasn't identified when searching for xilinx projects and got skipped during migration.

Ok, I have a branch here https://github.com/analogdevicesinc/no-OS/tree/adv7511-cmake-migration but this project requires building against a library installable with ADV7511_API_Library.exe and that software seems proprietary. As such, I'm holding this off until we figure out how to hook this into the CI, because if I enable it now in cmake, it will fail the CI for lacking that library.
