Why exclude rivers?

Have rivers been excluded on purpose? Or are they on the to-do list?

The main blockers (AFAICT):

1. Decide whether we want to add rivers to the AUG deck or create a new deck.
2. Decide on criteria for inclusion of rivers.
3. Create or find clear, consistent maps of the rivers. (And decide on what we'd like to have on the map — obviously the river itself, but do we want tributaries or the drainage basin? (If there aren't any great maps available, we'd likely want to experiment with various options.)

Regarding 1 I think (without too much thought, yet), that it'd be best to include some number of rivers (20-ish? 10-ish?? more??) here, and potentially create a second deck (possibly as part of https://github.com/anki-geo/hardcore-geography or elsewhere) with more rivers.

Regarding 2 probably some combination of length, volume of discharge, diversity (i.e. include at least one river per continent even if they wouldn't have otherwise qualified) and maybe surface area of the drainage basin?
