Dependencies are 4 year outdated.

This can cause compatiblity issues with user code and is questionnable in term of attack surface for a component located at the edge of one's network.

I hereby proposes to upgrades dependencies to their latests versions.

Given Java 11 end of support this means adopting Java 21 as some of the Apisix Pluggin Runner already made the switch.
