[Feature Request]: Unify metrics that are to be aggregated on google worker and on the portable runner

What would you like to happen?

Update how per worker metrics are handle on legacy worker to match how its done on the portable runner.

This would use labels on the metrics to differenciate them, and would allow removing all the perWorker apis on the metrics container
