build(deps): bump pacote and npm-check-updates in /ui

Removes [pacote](https://github.com/npm/pacote). It's no longer used after updating ancestor dependency [npm-check-updates](https://github.com/raineorshine/npm-check-updates). These dependencies need to be updated together.
