Unable to Copy Or Register Cloudstack +KVM RAW Template on Ceph

I Have cloudstack infrastructure using ceph as primary storage and all the templates created from existing volumes are in RAW format. I cannot use copy function to copy the template to another zone or download and register the template. The Error on download is as follows
Failed to install: Template content is unsupported, or mismatch between selected format and template content. Found : QEMU QCOW2 Image (v3), 11811160064 bytes

Do I need to convert the image to QCOW2 to register it as a template ?

@midhunpjos I would expect CloudStack to create the template as QCOW2 or allow copying to another zone as RAW. This error doesn't make sense, right?

Yes. In 4.20 the templates from volumes are getting created as RAW. Older versions it was QCOW2

It looks like you registered a QCOW2 template but the file extension is not .qcow2.

can you add file extension .qcow2 to the image file and re-register it as a template with QCOW2 format ?

@weizhouapache The template was not registered from external file.
The Template was created directly from cloudstack form a ROOT volume of a stopped instance.
In older ACS Version I could see for the above process the format is registered as QCOW2 but in 4.20 its created as RAW Itself
