Add protoc support for ArrowScanExecNode #20280

Is your feature request related to a problem or challenge?
Looks like there is no support for serialising reading arrow files, looking at PhysicalPlanNode there is no support for arrow ScanExecNode. Looking at proto definition it looks like there is no support for ArrowSource
Describe the solution you'd like
Add ArrowScanExecNode and enable round trip for ArrowSource giving support for serialising plans which read arrow files
