[Bug] Be memory can't be released when program memory limit exceed for 3.0.1 version

What's Wrong?

when the memory of the program limit exceed, it can't be released after the program was killed. the usage of the memory and the cpu still keep high.

What You Expected?

release the memory and cpu.
