[Enhancement] mtmv: support PARTITION and TRIGGER REFRESH

Description

In our case, we uses iceberg as data lake, and doris for BI by build a lots of MTMV.
we want MTMV can support PARTITION REFRESH so that speed up refresh performance.
and we alos want MTMV can support TRIGGER REFRESH so that it can be refresh in time.
